Abstract:

In commenting on Biden’s invitation to Taiwan to join the Democracy Summit, Professor Chiao said that Biden was an experienced diploma pleasing both sides at the same time. He added that Biden was ready to do anything up to the point of supporting Taiwan's independence, especially now that there seemed to be a growing consensus that the US-China relationship would not be as good as before, and the US would be treating China, at least as a competitor.


By excluding countries like China and Russia, Professor Chiao worried that using values or similar “weapons” possibly could only instigate confrontation but he did not think that the US at this point would use rhetorics like supporting Taiwan as an independent country.


Professor Chiao said that Taiwan is China’s core interests and the common sense is that your enemy’s core interest is also your core interest. So, it depends on how the US viewed China, as a competitor, adversary or friend. Irrespective of taking sides, during wars, especially in terms of sending troops is another matter. He further reviewed the lack of strategic credibility in the American foreign policy, failing many of its allies: the US has retreated from Afghanistan this year, along with its decision to withdraw from South Vietnam in 1975, and to abandon Kurdish fighters in Syria in 2019. Yet he did not think that there is no room for collaboration: In the November Sixteen meeting, the two presidents agreed that the meeting is candid, constructive, substantive and also productive. Both presidents agreed to work more closely in areas where the interests align, for example, things that correspond to global challenges, such as the COVID pandemic, and also climate change.
